I think I finally figured out the Bush plan for children's health care. (It's easy to be confused since he vetoed the popular State Children's Health Insurance Program (SCHIP) just two days after declaring Oct. 1st as Child Health Day.)
It turns out that the President (and every major Republican presidential candidate) apparently just want a 780 month waiting period for coverage. After that brief (65 year) waiting period, then the children will qualify for government financed health insurance and Rx coverage regardless of income level.
After all, those free-loading children just need to wait their turn. Once they're part of society's wealthiest generation, then the government will provide them with health care and income support no matter how wealthy they are.
At least there's one presidential candidate who understands the issue. It's still early, but I think I will be voting for Susie.
